Allow transparency on Custome Tiles to be coloured using Color Tint.#3097

When putting an image onto a Custom Tile object with transparency, the ‘background’ is automatically converted to solid black. I suggest that the base colour underneath images with transparency be reworked to match the Color Tint of the tile.
